Building work for the removal, demolition or partial demolition of rooming accommodation does not substantially affect the stock of low-cost and special needs accommodation.
Development ensures that the nature of the removal, demolition, or partial demolition of rooming accommodation:
(a) does not reduce the gross floor area dedicated to rooming accommodation purposes; or
